Hello, On November 16 the Government of Canada announced its plan for Afghanistan from 2011 to 2014. I thought it was important to review some details of this plan, so you can pass them along to members of your organization. The Government’s announcement outlines Canada’s focus on four key areas: investing in the future of Afghan children and youth through development programming in education and health; advancing security and the rule of law and human rights; promoting regional diplomacy; and delivering humanitarian assistance to vulnerable people. I invite you to visit the Afghanistan website for more detailed information. Within this overall engagement, CIDA will focus on: i) health, especially of mothers, newborns and children ; ii) education; iii) humanitarian assistance; and iv) together with the Department of Foreign Affairs and International Trade, programming that advances human rights. Focussing on a more limited number of areas is consistent with Canada’s aid effectiveness agenda and with CIDA’s approach in other countries of focus. Canada will continue to target women in all of its development work in Afghanistan. CIDA believes its work with Canadian and international partners has brought about significant improvements in the lives of ordinary Afghans, and looks forward to building on this success within the framework outlined today.
